Brian’s Action Plan for Klamath County

My plan for Public Safety is to change the way we provide policing in Klamath County and to provide equitable policing for all. My Knowledge of ​the Klamath County Sheriff’s Office (KCSO) budget and staffing levels, along with my ideas on how to change our policing services, will allow me to ​provide 24hr patrols and resident deputies.

Providing 24hr patrols and some resident deputies are feasible options with the current KCSO staffing and budget. My plan includes utilizing ​Community Service Officers (CSO) to help take non-person, misdemeanor property crimes out of the patrol deputies’ call loads, which will allow ​for them to provide proactive police work instead of the current reactive policing. The citizens will receive the same service, in that they will ​receive a case number and written report for any insurance needs, just as a certified deputy would have provided. If a suspect is ever identified, a ​certified deputy will be able to refer to the case report and conduct follow-up.

Taking misdemeanor, non-person complaints off of the certified deputies and having CSO’s handle these types of calls will free up our deputies to ​have a faster response time, more time to conduct thorough investigations, complete follow-up efficiently, and have more time to write reports.

Our current patrol staffing levels will allow for 24hr patrol services today. I presented this schedule previously, and a decision was made by the ​Sheriff to not provide the service at this time.

These things can be accomplished with the same staffing levels we have today and would not require any additional staffing.

My plan does not include voluntarily giving up patrol duties within the Urban Growth Boundary (UGB). I have lived in the UGB since 1977 and this ​topic has been discussed numerous times; however, I believe annexation needs to be decided by the voters.

The answer from my opponents is to ask for more money; money that simply isn’t there and will require raising your taxes or trying to get grants ​that are not sustainable. None of my opponents have provided a plan with an explanation of how they will actually implement their plan. Some ​have mentioned 24hr patrols and some have mentioned resident deputies, but none have explained how they will provide it other than asking for ​more money.

I am excited to announce my candidacy for Klamath County Sheriff.


My wife and I have been residents of Klamath County for decades.We are proud to call Klamath County “home” and have raised our ​children to share our pride and passion for the basin.One of our daughter’s farms alongside her husband who is a 5th generation farmer ​in the Klamath Basin – our grandchildren will undoubtedly be 6th generation farmers. Our youngest daughter is currently studying pre-​law at Eastern Oregon University and will pursue a career as an Attorney.


I have served Klamath County residents as a member of the Klamath County Sheriff’s Office for 28 years. I have served in many capacities ​culminating in my current role as the Operations Captain overseeing all aspects of the Sheriff’s Office. During my career, I have worked ​under the leadership of many Sheriffs. Through these experiences and opportunities, I have seen what works and what does not.I have ​come to appreciate and value the work of the many men and women of the Klamath County Sheriff’s Office and have developed a plan ​as your next Sheriff that focuses on three key elements:


1) Value and empower staff;

2) Professionalize and streamline the Sheriff’s Office; and

3) Provide fair and equitable policing throughout the entire county


My plan will increase staff retention, improve policing within the county, and prove to you as the citizens of Klamath County that your ​safety is the priority of the Klamath County Sheriff’s Office.


I will collaborate with our law enforcement partners, as well as our County and Municipal governments to ensure we are all focused and ​dedicated to shared visions and the good of the people we serve. I will work closely with our District Attorney to assist their office to hold ​criminals accountable for victimizing residents of our county.


The Klamath County Sheriff’s Office has a lot of work to do.I am confident I have the knowledge, experience, and leadership abilities to ​take us to the next level.The men and women who serve through the Klamath County Sheriff’s Office are an extraordinary group of ​people.They are passionate about their work and take pride in their service. It is imperative they are provided positive leadership, honest ​support, and reliable tools for them to accomplish their mission.
